I finally solved it!
HFS+ for Windows by Paragon Software allows the user to read and write HFS+ formatted files on a Windows computer. HFS+ is one of the primary macOS file systems later succeeded by the newer APFS. Read or write files from HDD, SSD or flash drives formatted under macOS HFS Plus and HFSX file systems support. Support of multiple file systems (APFS, HFS, HFS +, NTFS, exFAT, ZFS, Reiser4, UFS, etc.) support of various storage types (SSD, HDD, flash drives, SD cards, etc.) works on Windows 7/8/10, 2008 Server, Vista, etc. Read-only access prevents overwriting of original files – your data is kept intact. HFS+ is one of the primary file systems of macOS. If you work on Windows computer and need to read or write files from HDD, SSD or flash drive formatted under macOS, you need HFS+ for Windows by Paragon Software.
This literally took hours out of my day, but I now know what the problem was. It turned out that the drivers actually were installed. by verified this checking for the presence of the following files:
Hfs Support For Windows 10
Windows Hfs Support
C:WindowsSystem32DriversAppleHFS.sys
C:WindowsSystem32DriversAppleMNT.sys
Adobe premiere pro cc current version. The reason that the drive was unreadable is because they were encrypted with FileVault. I disabled FileVault in OS X, and when I booted into Windows again, the partition was mounted.
There might be a way to use FileVault and Boot Camp together, I'm not sure. I read in a few places, however, that if you enable FileVault after installing Windows with Boot Camp, you can have your drive encrypted and accessible from windows. (This is just a hunch however, I'll have to look into it more)I'm going to experiment around with this when I have time later.
